Between stability, volatility: Courts struggle dealing with mentally ill

Darrell Lee Daugherty Jr. spent more than two decades behind bars for beating his friend to death with a baseball bat on New Year’s Eve in 1986 in Grand Forks. Earlier this year, out of prison and in a Moorhead homeless shelter, Daugherty walked to a Red River railroad bridge and lay down across the tracks, waiting for death to come chugging along.
