Secretary of State Al Jaeger said a deadline has passed for supporters of a proposed ballot measure that would require North Dakota’s superintendent of public instruction to be a licensed teacher and spend at least 40 hours each year teaching in a classroom. Supporters needed signatures from at least 25,688 eligible voters to be put on the statewide ballot.Word count: 1123
