MINNEAPOLIS - Trucks that carry too much weight have caused an estimated $30 million a year in damage to Minnesota roads, bridges and railroad crossings. But consultants hired by the state found that because of tighter budgets, exceptions for certain industries and other issues, it's harder than ever for authorities to enforce truck weight laws.Word count: 673
