SIOUX FALLS, S.D. - Congressional conferees have approved legislation allowing President Bush to award a posthumous Medal of Honor to Woodrow Wilson Keeble, a member of the Sisseton-Wahpeton Sioux Tribe, who fought in World War II and the Korean War.
