Northern States Power held a meeting in Fargo 25 years ago to explain power rates to mayors of a half dozen towns in Minnesota and North Dakota. Jim Dalglish, NSP's Grand Forks district engineer, said the electricity rates actually were lower at 3.7 cents per kilowatt hour than some of the cooperatives rates in the Red River Valley.
