Many Cass residents wait for buyouts while facing threat of another major flood

Only 79 homes have been acquired by Cass county since the record flood of 2009, when the Red River crested at 40.84 feet. Meanwhile, the cities of Fargo and Moorhead, Minn., have been gobbling up homes in the floodplain since that flood of record.
