Low river levels raise fears about water supply in Red River Valley

The recent rain and snow has eased but not eliminated fears that river levels will drop far enough to trigger drought contingency plans in Grand Forks and East Grand Forks. Other cities feel more comfortable, but their back up supplies have been threatened.
