Here’s an idea for Shirvani as he starts to exercise his new power as chancellor of the North Dakota higher education system: Invite James Garland for a visit. For North Dakota’s purposes, he’s important because he has written extensively about an academic practice that’s ripe for reform: how universities, especially state universities, find and hire new presidents.Word count: 538
