Head of Minnesota drug program faced past complaints

A law-enforcement program under investigation by the state was run by a Minnesota state trooper who's faced multiple internal complaints about his behavior on the job. Minnesota Public Radio News reports Friday that prior to leading the program, Sgt. Rick Munoz was the subject of nine internal complaints about his conduct during eight years with the state police, and was found in violation in six of them.
