The proposed Northern Plains National Heritage Area includes sites in Burleigh, Morton, Mercer, McLean and Oliver counties. They border an 80-mile stretch of the Missouri River. Skeptics of the proposed heritage area call it a way to make the property open to regulation by the National Park Service.
