TWIN CITIES: Schools say special education population on decline due to earlier assessments

A growing number of school leaders in the Twin Cities are making a push to spend more wisely on education, and they are turning to programs where they assess student needs early — and provide one-on-one intervention — to help students stay on course. The St. Paul Pioneer Press reports that such programs are time consuming and expensive, but have already decreased the classification of some learning disabilities.
