Panel delays action on N.D. oil production rules

New rules to restrict oil waste dumping in western North Dakota were delayed today. North Dakota's Industrial Commission is considering the changes. Gov. Jack Dalrymple is the commission's chairman. He says the proposed rules have too many potential exceptions, and he says they need to be tightened.
