Court panel: Retired Minnesota judge twice violated judicial rules

A retired Washington County District judge violated judicial rules when he disclosed information from a sealed court file and when he withdrew from last fall's ballot at the 11th hour, leaving his clerk as the only person on the ballot, a Minnesota Supreme Court hearing panel has ruled.
