Prediction Center: Second year of La Nina to produce colder-than-normal temperatures, could lead to snowy winter for region
With a second year of La Nina conditions in the Pacific Ocean, the Climate Prediction Center’s winter outlook for the Northern Plains says there is an increased likelihood of colder and wetter weather December through February.
