Sweeping rule changes to be proposed for N.D. oil industry

North Dakota Department of Mineral Resources director Lynn Helms says the oil industry needs a "lighter environmental footprint" in the state. He's expecting oil companies will be drilling thousands of wells in western North Dakota in the coming years.
