North Dakota tribe's proposed petroleum refinery granted key EPA permit

The refinery would be one of the first constructed in the United States in the past three decades and would be operated by the Three Affiliated Tribes of Mandan, Hidatsa and Arikara Indians. Sen. John Hoeven, R-N.D., said it represents "an important milestone and a tremendous opportunity for the Three Affiliates Tribes and our state."
