GF City Hall's 100th anniversary marks start of city's modernization

The construction of City Hall in 1911 meant Grand Forks was asserting itself as a city, no longer a settlement. With permanent government offices in place, the city began a turn toward modernity, some 40 years after its first European-American settlers arrived.
