Electric, water, sewer, telephone companies try to work around ever-rising Devils Lake

Gary Allen, manager of engineering for Northern Plains Electrical Cooperative, drives down a gravel road north of Penn, N.D., until he’s forced to turn around because of water that’s crossed over the top. He points to a farmstead a few hundred yards ahead. “We had to discontinue service to that place in May.” Devils Lake has risen by more than 30 feet and quadrupled in size since 1993, and it’s been a constant struggle for the utilities — electric, rural water, sewer, telephone — that serve them throughout the basin.
