Red's crest at Pembina lowered again as river's rise flattens out

The National Weather Service late Saturday lowered its crest prediction for the Red River at Pembina, N.D., to 52.5 feet, down six inches and the second lowering in two days. The Red has remained near the 52-foot mark for about two days. The crest is predicted to hit Tuesday or Wednesday.
