OUR OPINION: Earmarks can fulfill local, national interest

In their modern form, earmarks are not a bad way for Congress to “provide for ... the general Welfare of the United States,” as the Constitution directs. They’re especially better than the alternatives, most of which are less transparent, less efficient or both.
