Lt. Col. Randy Nedegaard is a psychologist who’s spent the past five years in charge of behavioral health services on Grand Forks Air Force Base. The base has an outpatient mental-health clinic, an alcohol-abuse prevention and treatment program, a family-advocacy program and a suicide-prevention program. Nedegaard spoke to Herald Staff Writer Archie Ingersoll.
