“Stay in North Dakota. Montana is closed this week.” That was the message on one of the 30 billboards that were put up by the North Dakota State Tourism office 25 years ago. Another said, “Welcome to North Dakota. Open year-round.” And still another: “Stay in North Dakota. Custer was healthy when he left.”Word count: 687
