I’m sure Sen. Dorgan knows that the reason the irrigation project stalled for eastern North Dakota has little to do with the original aims of the U.S. Army Corps of Engineers or the Bureau of Reclamation. The reason is Canada’s refusal to accept nitrate-rich runoff from fields being irrigated in eastern North Dakota, runoff that would flow into the Red River of the North and other streams flowing into Canada.
