North Dakota banks regularly are examined to make sure they are following more than 1,700 pages of consumer laws and regulations. If the Senate passes its version of financial reform, Herald readers’ banks will have new or expanded regulation in 27 separate areas. Nonbanks still will escape this heavy federal oversight.
