N.D. Supreme Court rejects appeal in frostbite case

The North Dakota Supreme Court has upheld the conviction of former Grand Forks police officer David O’Toole, who was found guilty of making a man stand outside without a coat, hat or gloves during a February 2008 traffic stop when the wind chill was minus 42 degrees.Word count: 571
