“Nobody wants them in their neighborhood,” Mandan Police Deputy Chief Paul Leingang said. Strong registration laws that allow authorities to better track convicted sex offenders are more effective than laws restricting where offenders can live, State Parole and Probation Officer Brian Weigel said.
