Thomas Riley Marshall might have been the funniest vice president ever. “What this country needs,” he quipped, “is a good five-cent cigar.” Cigar smoking has gone out of style, but in Marshall’s day — he died in 1925 — cigars represented something that this country definitely needs today, a sense of well-being.
