THEIR OPINION: Reject a 'sin tax' on coal

The North Dakota Public Service Commission recently stepped into the political fray surrounding energy by announcing its opposition to the “cap-and-trade” method of reducing the emission of greenhouse gases. The state’s three PSC commissioners took “cap-and-trade” to task for being a smokescreen for imposing an “appropriations policy” rather than being a tool for improving the environment and slowing global warming.
