NORTH DAKOTA LEGISLATURE: House, Senate split on worker pay

Senators and Gov. John Hoeven say House Republicans’ plan to force state agencies to wait for lawmakers’ approval before using excess salary dollars or filling vacant employee positions is unworkable. When both sides refused to budge in talks Thursday morning, the Senate negotiators agreed to the House plan temporarily only so they can take the bill to the full Senate for a vote, where it will be rejected one way or another.
