Thursday marked the 18th straight day of Lisbon’s flood fight, but spirits were still high in the community of more than 2,000 people. “They’re seeing the end of it,” said Morrie Saxerud, the city’s former mayor who is helping coordinate the fight. He estimated between 50,000 and 80,000 sandbags have been filled.
