Senate gives final OK to Bismarck energy center

Over the protests of a Grand Forks legislator who called it “reinventing the wheel,” the state Senate gave final passage to a bill Wednesday that could give $5 million in state funds to a new “Great Plains applied energy research center” in Bismarck.
