N.D. FLOODING: Red crests in Drayton

The National Weather Service said the river crested at 43.63 feet about noon.
Also, as cities along the Red River wade through flood clean-up operations and the probability of second crests, many rural residents are coping with extended periods of time without electrical power or vehicle access to business or health care facilities.
