Study: Low-income Minnesotans skip food help

The study, commissioned by the Second Harvest Heartland food bank, found only 25 percent of elderly people eligible for food stamps are enrolled in the program. Only 10 percent to 15 percent of the children eligible for summer meal programs are enrolled.
