With prices for recyclables such as aluminum plummeting over the past few months, communities are starting to review their recycling programs. Two northwest Minnesota counties — Marshall and Kittson — recently gave their two-year notice to potentially end their agreements with the KaMaR Recycling plant in Karlstad, Minn. Other counties that are part of the plant are Roseau and Red Lake.Word count: 871
