Populist-but-divisive issues have a mixed record so far

BISMARCK — Someone trying to tally the success or failure of populist bills in the North Dakota Legislature thus far might struggle with what to put in the “won” and “lost” column. Was it a victory for the little guy when the House sided with small town bar owners and killed the smoking ban bill? Or would it have been populist-leaning to side with the 80 percent or so of the state’s residents who don’t smoke?
