N.D. LEGISLATURE: Backers, foes debate primary enforcement seat belt bill

Even though North Dakota law already mandates seat belt use in vehicles, a primary enforcement law will surely drive up compliance, witnesses said Friday. The state has maxed out on the compliance it is going to achieve with the current secondary enforcement law , House Bill 1197 sponsor Rep. Ed Gruchalla, D-Fargo, and several others told the House Transportation Committee.Word count: 468
