Richard Gross of rural Grand Forks calls it “this dreaded twilight zone” where his right to democracy is denied and the city of Grand Forks has “absolute power to do whatever they want.” Speaking to a state Senate committee Friday, he said, “They don’t need to listen to me because I can’t vote. They don’t care what I think. There are no checks and balances.”
