Pipeline critic says state of Nebraska shielded from lawsuits

LINCOLN, Neb. (AP) — Nebraska's sovereign immunity would protect the state from costly lawsuits if officials diverted a crude oil pipeline away from the ecologically sensitive Sandhills, a leading project opponent said Monday.
