New governor outlines goals in State of the State address

PIERRE — Gov. Dennis Daugaard said Tuesday he plans to emphasize state programs to expand business and create jobs because they are key to solving South Dakota’s long-term budget problems.
In his first state of the state speech to the South Dakota Legislature, Daugaard said an expanding economy will boost state tax collections, which fell during the recession even as demand grew for services to jobless people. The new governor said he will oppose any tax increases.
