Budget hike for state universities might be nothing more than mirage

PIERRE — The $14.4 million increase recommended by departing Gov. Mike Rounds for the state universities and special schools probably won’t lead to much if any actual growth in their budgets.
It actually might result in a large decrease a year from now.
Here’s how the situation was explained Thursday to the state Board of Regents, whose members govern the public university system.
