Gravel miner feels pinch as feds crack down on safety regulations

WHITE RIVER — Some of the gravel miners here on the Northern Plains say they’ve already scaled back or are getting out of the business altogether. Bob Bak is one of the small-time operators, unearthing and mixing gravel for highway projects. But he vows he won’t be broken by the federal Mine Safety and Health Administration.
