Ness proposes budget fix that avoids layoffs

The $610,000 shortfall is the result of delays in proposed cost savings from the Fire Department and delays in enacting street-lighting charges and parking-fine changes. A previous deficit of $6.5 million was plugged by laying off more than 20 full-time employees.
