Ask a trooper: New intersection law doesn’t apply to left turns

Q: I was taught in California that when making a left-hand turn at an intersection with signals and a left-hand turn lane, you should go into the intersection when there is no green arrow and turn left when it is safe. Here in Minnesota, it seems like everyone waits behind the crosswalks.
