Flush with pheasants: Former conservation officer from Duluth returns to his South Dakota hometown

A former Duluth resident, Dave Duncan and his wife moved back to Seneca, S.D., population 35, last year. An avid pheasant hunter, Duncan had grown tired of buying nonresident South Dakota licenses at $110 for two five-day hunting periods. “I wanted to become a resident and hunt all the time,” he said.
