Reader's view: Voter ID laws target virtually non-existent activity

On Aug. 31, the News Tribune reported that a federal panel had ruled against discriminatory voting restrictions in the state of Texas. This ruling, along with a previous court ruling, determined that Texas voter ID laws involved “strict unforgiving burdens” on the poor.
