I’ve read that Pakistan has closed NATO convoy routes into Afghanistan since November. I’ve also read that Pakistan wants tariffs paid for roadway access. A deal would require agreement on Pakistan’s imposing tariffs on NATO supplies, including how tariffs would be determined, who’d get the money, and how the West would document the use of those funds.
