Duluth police chief: Downtown panhandling up, prostitution and drug dealing down

A significant decline in drug dealing and prostitution in Duluth’s old downtown district can be attributed to two main events, Duluth Police Chief Gordon Ramsay said Tuesday: the city’s purchase of the NorShor Theatre, which previously operated as a strip club, and a fire that closed the Kozy Bar.
