Our view: Deck stacked against civil service reforms

After months of negotiations and compromise the city of Duluth finally did what it long needed to do. With a vote of the City Council last month it modernized and streamlined the way hiring and promotions are handled in City Hall. It finally reformed the city’s Civil Service Code, a document written way back in the 1940s that hadn’t been much touched since.
