Steam plant dispute between city, Johnson Controls remains unresolved

Unless the city of Duluth and Johnson Controls Inc. can settle their disagreement beforehand, the two sides will meet with an arbitrator April 12 in Minneapolis to get down to the serious business of determining who will foot the bill for a projected $3.75 million shortfall in “guaranteed savings” at the city steam plant over the next 15 years.Word count: 628
