A moderate to severe winter in Northeastern Minnesota probably will result in more restrictive deer management this fall, said Tom Rusch, Department of Natural Resources area wildlife manager at Tower. That will mean fewer bonus permits for antlerless deer and more deer management units in which lotteries will beheld for antlerless permits, Rusch said.Word count: 239
